Astor’s idea was based on his belief that the wealthy should have the opportunity to gain riches through chance rather than by hard work or saving.

Astor’s operation became a model for other lotteries around the world. The United Kingdom, for example, has a state-run National Lottery, and private lotteries such as the EuroMillions and the Health Lottery also operate there. Private lotteries are more popular in Europe than in the US.

Despite the popularity of these lotteries, some people have doubts about their legality. For instance, in Canada before 1967 it was illegal to buy a lottery ticket, but that year the federal government introduced a special law (an Omnibus Bill) intended to bring obsolete laws up to date. The bill included a section that made buying a lottery ticket legal.

The lottery is a major source of income for Huong and her husband, who have a 2-year-old daughter. On good days they sell 250 tickets and earn a daily profit of about 11 US-dollars. On bad days they can only sell 180 tickets, which is not enough to sustain their family. Besides selling lottery tickets, the couple operates an Internet cafe and provides computer training for children. The couple hopes to expand their business in the future. They need a larger store so they can train more workers and sell more tickets.
