At that time Montreal Mayor Jean Drapeau was trying to recover money spent on the World’s Fair and the city’s subway system, and so he announced a “voluntary tax.” For $2.00 you could play for a chance to win silver bars worth $100,000. Drapeau argued that his tax did not contravene the law because it was not a lottery. This was a false claim. The Quebec Appeal Court ruled his as illegal in September 1968.
