In Laos, lottery officials are rigging the system to avoid paying out large jackpots, according to sources in the communist country. In the past, winning numbers on the national lottery have appeared only on a small number of purchased tickets, and sometimes even vanish from them after a drawing. A source in Vientiane told RFA’s Lao service that these irregularities are occurring because of pressure from the country’s business elite, who want to keep the winnings low. Moreover, the official says that local companies that run the lotteries are owned by family members of national leaders.
