For example, one Vientiane resident tells RFA’s Lao Service that Thailand’s Insee Trading Company, which runs the lottery in the Southeast Asian nation, knows what numbers people choose and can thus manipulate the drawing results to avoid paying out large prize amounts. He adds that it is unclear how much the company pays the Lao government for a share of the lottery revenues.
Another issue is that it is difficult to check if a ticket is a winner. A person who has a winning ticket must take it to the retailer where they purchased it, and the retail owner will run the ticket through a special machine to determine if there is a winner. Retailers usually charge a small fee for this service.
The Laos national lottery has been criticized for its questionable practices, but Vilasack Phommaluck, an official on the committee that oversees the lottery, says changes have been made to address complaints. He adds that the committee is also considering cutting back the lottery’s frequency to once a week. He hopes that the move will help restore faith in the game.
