While the number of players in lottery games is not always stable, the lottery industry continues to expand. It is estimated that more than a billion people play lotteries worldwide. Many of these people buy tickets to support public services and charities, and the proceeds are used to improve the quality of life in their communities. The lottery is also used as a way to raise funds for educational and cultural purposes.

The Lao government should regain control of the national lottery, which is now being controlled by private business interests, sources in the communist country tell RFA’s Lao Service. Many of these businesses have close connections to the ruling elite. Accusations of rigged lottery drawings are widespread, and the winners’ names do not often show up in the official results. A private businessman told RFA that the company he runs has bought several of the largest companies that are responsible for operating the national lottery. It pays the government an annual concession fee but does not disclose how much the company actually makes from the lottery operations.
