Drawings from the state lottery must be reduced to one per week and winnings handled in a more transparent manner, the directive said. In addition, informal football lotteries and lottery chances purchased via short messaging services will be closed down.

Lao lottery officials are rigging the system to avoid paying out large jackpots, sources in the communist country tell RFA’s Lao Service. For example, the number 509 appeared on tickets sold throughout the day of this year’s national lottery drawing, only to disappear from the list of numbers drawn. This number was associated with the buffalo, a symbol of good luck in Laos.

In addition, officials are suspected of selling lottery tickets on behalf of unlicensed entities and pocketing the proceeds. Some officials have even been arrested on suspicion of accepting bribes. The government needs to regain control of the lottery, which is widely perceived as being controlled by vested business interests and the families of senior officials, one source says. Despite gambling being considered illegal in Laos, there are Special Economic Zones where the most popular casino games can be played.
