According to sources in Laos, lottery officials are rigging the system. The winning numbers are often changed after the drawing takes place. In one case, a number that appeared as the winner on Oct. 14 was supposedly rigged to be 134, and then suddenly changed to 662 after purchasing tickets featuring that number had been made. These changes are being made to avoid large pay-outs and benefit certain business interests, sources tell RFA’s Lao Service. These businesses, the sources say, are connected to the country’s ruling elite.
