Laos’ Communist-ruled government is rigging its national lottery to avoid large pay-outs, sources in the Southeast Asian nation tell RFA’s Lao Service. Drawings of the country’s popular lottery – called TOTO in Laos – frequently show numbers that disappear from purchased tickets, or are deemed unlucky. For example, on Oct. 14 this year, the winning number, 09, disappeared from tickets sold throughout the day of the drawing, while appearing as 5 on other purchased tickets.
