Laos officials are rigging the country’s national lottery system in order to avoid large pay-outs, sources tell RFA’s Lao Service. The national lottery, held three times each week, frequently shows numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen. One example was when the number 509 appeared only as a 5 on tickets sold throughout the day of the Oct. 14 drawing, a resident of the capital Vientiane told RFA.

While gambling is technically illegal in Laos, it is allowed in the country’s Special Economic Zones, which are leased by the government to boost foreign trade. There are currently 3 casinos operating in the country, offering popular games such as roulette and poker to players. Online gambling is also available for players from Laos, but it’s a little trickier as the country considers it illegal.

For poor Vietnamese people like Huong, a single mother in Saigon, selling lottery tickets is the only way to make a living. On good days she sells 250 tickets, making her a profit of about 11 US-Dollars. On bad days she sells 180 tickets and barely makes ends meet. Huong and her husband Manh work a 16-hour shift each day selling tickets on the streets of the city. But the money is not enough to live on and support a baby on the way.
