A recurring issue in the communist country of Laos is lottery officials rigging the system to avoid large pay-outs, according to sources in the capital city Vientiane. Drawings are often shown to show numbers that have vanished from purchased tickets, or are deemed unlucky and unlikely to be chosen.
The Lao deputy finance minister and state lottery supervisor, Sila Viengkeo, told RFA’s Lao Service on Aug. 17 that his ministry will work with the Ministry of Public Security to improve transparency in the state lottery. He said that the ministry would limit the number of drawings to one a week and ensure that winnings are handled in a more transparent manner.
