Laos is no exception, with state-owned businesses running a national lottery. The officials who oversee the lottery say that business interests with connections to the ruling elite have a major stake in the operation. The government does not disclose how much it pays these business interests for their annual concession, or how much money they return to the nation in prizes. A caller to RFA’s Lao service who wished to remain anonymous complained that the national lottery’s system of number selection is unreliable. He said that on Oct. 10, a radio station announced that the winning number for the lottery was 134, but 10 minutes later changed it to 662.

In response to a question from parliament, the minister in charge of the lottery enterprise said that his authority would investigate and punish those responsible for illegal lotteries. He also said that he has asked authorities in charge to develop a tracking system to track lottery operators, but that investment is needed for this work.

Dokkeo, the 33-year-old woman who won a million kip in the lottery, has plans to use most of the winnings to buy a new house. But she also wants to use some of it for travel, describing South Korea, Japan, and Vietnam as her wish list destinations. “I will share this money with my family,” she said.

Winners of the Maryland Lottery will receive their prizes, less any offsets and obligations, by check on the day they file a claim. The winner’s name and birth date are required for all claims.
