The communist country’s state lottery officials are rigging the system to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings are often shown to feature numbers that are already deemed unlucky or have been purchased. For example, the number 509 appeared only on a small handful of lottery tickets in the Oct. 14 drawing, while it was advertised to be a lucky number on the radio all day.

The government has vowed to take action against illegal online lottery operators, which are based in foreign countries and sell several lucky draws per day. Finance Minister Bounchom Ubonpaseuth told lawmakers in an extraordinary session of the National Assembly that his ministry is preparing to invest in a system that would allow authorities to trace those involved in the activity. He added that the ministry will reduce drawings from two to one a week and work with local authorities to deal with informal football lotteries and lottery chances sold through short messaging services. He did not specify when the changes will be implemented.
