He added that the government will take action against those involved in the illegal sales. Meanwhile, a government official speaking on condition of anonymity told RFA that the lottery’s businesses are largely run by Lao business interests with connections to the ruling elite. He said they are not transparent and that the public is unaware how much these business interests pay the government for the concession. The official said the government will not be able to subsidize the lottery indefinitely, but it will make efforts to increase its transparency.
