Vilasack Phommaluck, the steering committee chairman of the national lottery, dismissed those claims. He told RFA that the steering committee does not control the lottery company and that decisions to block or sell certain numbers are outside its purview. He added that the steering committee double checks each lottery ball before it goes into the hole for the drawing.
