These activities are a serious threat to public security and must be stopped, an official told RFA’s Lao Service.

The government’s response has been to instruct the Ministry of Finance, which oversees the legal state lottery, to work with the Ministry of Public Security to deal with these issues. The directive also calls for a reduction in the frequency of drawings and for the lottery to handle winnings more transparently. It also orders that illegal football lotteries and lottery chances bought through short messaging services be shut down completely. The directive was sent by the office of Prime Minister Thongloun Sisoulith on Aug. 17.
