However, this did not stop Montreal mayor Jean Drapeau from introducing a “voluntary tax.” For a $2.00 donation players could participate in a monthly lottery draw where the winner would receive silver bars instead of cash. Nevertheless the municipal government was adamant that this “tax” was not a lottery and it did not contravene Canadian law.

A Vientiane resident who follows the lottery and has observed the way the winning numbers are picked said he believes shenanigans are taking place. He cited the fact that in September the winning numbers were 354 and 314 — two numbers that are associated with Felis catus, the national animal of Laos. The person also alleged that the weight of each lottery ball is varied, and therefore some balls will fall into the hole faster than others during a drawing.

Vilasack Phommaluck, an official from the Finance Ministry who is part of the committee that oversees the lottery, told RFA he is aware of these accusations. However, he says, the committee is not responsible for the actions of its employees or agents. He also explains that there are plans to cut the lottery drawings back from twice weekly to once a week in order to help restore faith in the game. This is an effort to make it easier for the committee to monitor lottery operations and catch any shenanigans. He added that other changes may also be made to the game to help restore confidence in the lottery. These might include reducing the number of games and making it more transparent by showing the lottery drawing live.
