On Aug. 17, the office of prime minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery, asking it to work with the ministry of public security to better manage the issue. The directive called for drawing times to be reduced from two to once a week, and winnings to be handled more transparently. The directive will be put into effect in early September, the source said. But many people do not trust the results of the state-run lottery, which has become a symbol of corruption in the country. They say the government rigs the drawings to avoid paying out large sums. In a number of cases, the winning numbers simply vanish from bought tickets before a drawing is held.
