Some of these offer online games and a mobile phone app. Others are staffed by agents who travel across the country to sell tickets in person. Many of these agencies are criticized for their aggressive sales tactics and high payouts, and some have been accused of rigged draws and unsound financial practices. For these reasons, the Canadian government has taken steps to limit their influence on the market.
