In the 19th century, they became a popular way to promote public events and businesses.
There are four nationwide Canadian lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, a consortium of provincial/territorial lottery commissions: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).
Before 1967 buying a ticket on the Irish Sweepstakes was illegal in Canada. In that year the federal Liberal government introduced an Omnibus Bill intended to bring up-to-date a number of outdated laws, including those concerning lotteries. Montreal Mayor Jean Drapeau tried to recover the money spent on the World’s Fair and subway system by offering a “voluntary tax”: for $2.00 a person could purchase a chance to participate in the draw. This was ruled illegal by the Quebec Appeal Court but the lottery continued without interruption and drew participants from across Canada, the US and Europe.
The Laos state lottery is controlled by a business consortium that includes members of the ruling elite. A source close to the lottery told RFA that the company also operates casinos and has a stake in the country’s banking system. The lottery is not transparent, the source said, and no one knows how much money it makes.
