A number of private business interests in Laos have a stake in the national lottery, and some of those companies have connections to the country’s ruling elite. A caller to RFA’s Laos Service speaking on condition of anonymity told the program that many of the companies in charge of the lottery pay a fee to the government for the privilege of running it. The caller added that no one in the government checks whether those payments are being spent properly.
The caller noted that some people have been complaining that the lottery is being manipulated. He said the company that runs the lottery knows what numbers players choose, and that can allow it to manipulate the system. Vilasack Phommaluck, the chairman of the lottery steering committee, denied these allegations. He told RFA that such behavior falls outside the purview of the committee, which only oversees the issuance of the tickets.
