The online lottery market is expanding, with a growing number of companies offering lottery-style games. The majority of lottery-style games are offered by state governments, but many countries have private businesses operating lottery websites. Some of these websites offer instant tickets, while others allow players to purchase entries for future drawings. Several of these websites charge premiums on base lottery prices, allowing them to make a profit from ticket purchases.
In the United States, lottery games are regulated by state and federal laws. Some states regulate the sale of instant tickets, while others do not. The majority of state-run lottery games use a draw system, while others use a combination of multiple-choice and skill-based games. Some states have separate lotteries for different types of games, such as scratch cards and keno. The largest lotteries generate significant revenue for state government budgets.

Officials in the communist country of Laos are rigging the national lottery drawing process, manipulating winning numbers to avoid large pay-outs, sources in the capital Vientiane tell RFA’s Lao Service. The national lottery draws three times a week, but the winning numbers often fail to appear on purchased tickets or are deemed unlucky, according to the sources. For example, on Oct. 14 this year, the winning number 509 was not printed on tickets sold throughout the day of the drawing. But just before the drawing, radio announced that it would be, and the number suddenly appeared on tickets.
A source close to the Lao lottery company said he believes that business interests with stakes in the lottery are behind the manipulation. The company’s shareholders include members of the ruling elite, he said, and some of them have links to the cabinet. “They shouldn’t be allowed to control the lottery,” he told RFA. “The government should resume control of the lottery.”

Some also began to run video lottery terminals, or VLTs, in addition to traditional lotteries. These machines are similar to slot machines, but they accept cash and paper tickets instead of coins. In addition, some states operate a multistate game called Mega Millions, which offers a jackpot of more than $640 million.
