These lotteries are administered by the Interprovincial Lottery Corporation, which is a consortium of provincial/territorial lottery commissions owned by their respective governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories, Nunavut).

Some governments prohibit private business interests from operating the national lottery. In Laos, a caller to RFA’s Lao service complained that private business interests control the national lottery and that the results of the drawings cannot be trusted. “It’s not fair that they know the numbers people are choosing,” he said. “Access to this information should be public.”

The caller added that other businesses with stakes in the lottery’s operations also have connections to the country’s ruling elite. The government should reclaim control of the lottery, he added. Then, the lottery’s winnings can be distributed fairly to all. Gambling is illegal in Laos, but some people play in offshore casinos. These sites allow players from all over the world, including Laos. However, the sites can get in trouble if they do not follow local laws. The gambler’s best option may be to visit a site in a Special Economic Zone.
