His initiative followed the defeat of the communists by a coalition of north Vietnamese and Lao guerillas led by Kaysone Phomvihane, Nouhak Phoumsavanh, Thao O Anourack, and Phoumi Vongvichit, and the formation of the Lao Front for National Liberation, known as Pathet Lao.

In the early days of the lottery, people were allowed to use any numbers they wished. But in the 1970s, government officials and political leaders became concerned that it could become an instrument for the corrupting influence of foreign forces. In addition, the government was worried that it would lead to the breakup of the country.
