In late 2016, a foreign investor from Malaysia – Berjaya Corp Bhd (BCorp) and Berjaya Sports Toto Bhd (BToto) – signed a business cooperation contract with Vietnamese Vietlott to invest in technology, equipment software and computerized lottery in Vietnam. This is the first time that a private business has taken charge of a national lottery in Vietnam.
The contract has sparked debates over the legality of the deal. One of the main concerns is that BCorp and BToto will be responsible for the drawing of the national lottery, which is usually run by government-owned enterprises.
