In addition to selling lotteries, it also develops gaming software and operates a network of retail stores.

Laos Lotto

In an effort to address questions about the legitimacy of the lottery, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requiring the Ministry of Finance to work with the Ministry of Public Security to ensure that the lottery is conducted in a more transparent manner, sources told RFA’s Lao Service. Among other things, the directive stipulates that drawing from the state lottery will be reduced to one per week and that informal football lotteries and lottery chances purchased through short messaging services will be closed down.

Laos has been struggling to control gambling since the end of the Vietnam War in 1975. The lottery industry has been growing steadily in recent years, with revenue from the sale of tickets reaching a record high of VND7 trillion in 2007. In an effort to increase its profits, the state is allowing more foreign investors into the market. In June, the Malaysian investment firm BCorp won a contract to operate computerized lotteries in Vietnam.
