In Canada, the four nationwide lotteries are operated by provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon). Winnings from these lotteries can be redeemed at any lottery retailer or a participating bank branch. Winnings of $600 or more are paid by check.

In the communist country of Laos, where a centralized authority oversees the legal state lottery, government officials have been accused of rigging the system. Drawings are manipulated to avoid large pay-outs, and the numbers that appear on purchased tickets often disappear from future drawing results, sources in Laos told RFA’s Lao Service. The authorities have not commented on the allegations. Nonetheless, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requesting that the ministry overseeing the state lottery improve its work. The directive aims to reduce the number of drawings to one a week and ensure that lottery results are handled in a transparent manner. Currently, state lottery profits are channeled to the ruling elite and to family businesses. For poor citizens, selling lottery tickets provides an alternative to the socially detested act of begging.
