Lottery officials in the communist country manipulate drawings to avoid large payouts, sources tell RFA’s Lao Service. For example, a winning number for the Oct. 14 drawing was announced as 134, but access to this number was cut off on tickets purchased throughout the day of the drawing. The number was later changed to 662, the source added.
The Vietlott lottery’s reputation has been tarnished by accusations of fraud and a lack of transparency, the source said. The prime minister’s office recently sent a directive asking the Ministry of Finance to work with the ministry overseeing the state lottery to better manage the issue, the source said. The directive also asks that the ministry reduce the number of lottery drawings and make them more transparent.
