In the communist country, rumors say that state officials manipulate the lottery system to avoid paying out large amounts of money to winners. The results of a lottery drawing are often mysterious, and the numbers on purchased tickets sometimes vanish before the drawing. For example, the winning number 509 in an Oct. 14 drawing appeared only as a five on tickets that had been bought throughout the day, a resident of the capital Vientiane told RFA’s Lao Service.

Huong sells tickets for the Laos lotto in a neighborhood near the city center. She and her husband Manh make a daily profit of about 11 US-dollars, on average. Their schedule starts at 5 am with a breakfast of rice and vegetable soup, and they spend about 16 hours selling tickets. On good days, they can sell up to 250 tickets, but on bad ones they only sell 180. They then return home to rest before starting their shift again. They need the income to support their son, who is attending university in Hanoi. They both work hard to earn their income, and they never complain about the job.
