Laos lottery officials are rigging the system and manipulating winning numbers in an attempt to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. Sources say that drawing results frequently show numbers that vanish from purchased tickets, or that are deemed unlucky and unlikely to be chosen by players. One example occurred Oct. 14, when the drawing result for that day’s drawing was shown as 509, but then suddenly changed to 662, according to a source who spoke on condition of anonymity.
In Canada, the city of Montreal’s mayor Jean Drapeau, in an effort to raise funds for his World’s Fair and subway projects, came up with a “voluntary tax” on lottery tickets. For a $2.00 “donation” participants could be entered in a monthly draw to win silver bars, or compete in a Montreal-wide trivia contest for a $50,000 grand prize. The Minister of Justice argued that this was illegal, but Drapeau claimed it did not contravene federal law. Eventually, the Quebec Appeal Court agreed with the Minister and declared Drapeau’s ‘voluntary tax’ illegal. Nonetheless, the draws continued without a hitch and brought in players from across Canada, Europe and Asia. The revenues from these draws eventually declined, and by 1969 were only a fraction of what they had been.
