In Vietnam, lottery sales are extremely popular and are the only source of income for many poor citizens. For example, Huong, a single mother in Saigon, makes 230 000 VN-Dong (10 US-Dollars) each day by selling lottery tickets. The money is enough to feed her and her baby and to pay for medical bills.

But some lottery sellers are not happy with the system and say that it is rigged. They argue that the winning numbers are not published in advance and that the system does not provide transparency. Moreover, they complain that the lottery is not available in all areas of the country and that some people are unable to purchase tickets because of insufficient transportation. Despite these problems, the Vietnamese government has no plans to stop the lottery, as it is the only form of social welfare available for the poor.
