In the communist country of Laos, lottery officials have been accused of rigging the system to avoid large pay-outs. Drawings often show numbers that vanish from purchased tickets, or that are deemed unlucky and unlikely to be picked. For example, on Oct. 14 this year, the winning number for the National Lottery was 509, but this number was not displayed on any ticket purchased throughout the day of the drawing, sources told RFA’s Lao Service. The number was changed only 10 minutes before the draw.
