But the changes have yet to take effect. For now, officials continue to manipulate the results of the state lottery to avoid paying out large amounts of money. In one instance, the winning number on a lottery drawing held on Oct. 14 was 509, but the number disappeared from tickets purchased throughout the day and appeared only as a “5” on the drawing’s results.
