Several states have passed laws to regulate online gambling, but there are still some issues regarding how the industry operates.

For some Vietnamese poor, selling lottery tickets is the only way to make a living. The government’s social security system is not yet capable of handling the amount of the country’s less fortunate citizens. So for them, selling tickets is a better option than the socially detested act of begging.
