While the debate on the legality of this levy continued, the monthly draws went off without a hitch, with players from Canada and around the world participating.

The government’s attempt to control the lottery system has been met with accusations of rigging. Officials have been accused of manipulating the results by removing or hiding certain numbers from purchased tickets, for example. The government has issued a directive on Aug. 17 that will require the Ministry of Finance, which oversees the state lottery, to work with other ministries in a bid to improve transparency. But it is not clear when the provisions of the directive will be enforced.
