Besides the traditional state-run lotteries, there are also numerous private and offshore lotteries that offer prizes in the form of cash or merchandise. Most of these private lotteries are run by private companies or individuals, and they often use the Internet to reach their customers. Many of these websites allow people to purchase tickets online and claim their winnings electronically. Those who wish to purchase tickets from a local outlet must provide proof of age, social security number, or tax identification number to redeem their winnings.

In Laos, the country’s communist-run government is accused of rigging the national lottery system to avoid paying out large amounts of money. Drawings frequently show numbers that aren’t picked by ticket holders or a number that appears on multiple tickets purchased by the same person, sources in the capital Vientiane tell RFA’s Lao Service. The number 509, for example, appeared only on a few tickets bought throughout the day of Oct. 14 this year and was not the winner, according to the sources.

The government has reportedly sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery, requesting it work with authorities to address the issue. The directive calls for the reduction of drawings from two to one a week and for the handling of winnings to be more transparent. It also orders the closure of informal football lotteries and lottery chances sold through short messaging services, the sources said.
