The French lotteries are run by the state-owned company Societe des jeux de la Liberation and by the city of Paris (Loterie de l’Hotel de Ville). The top prize/jackpot is EUR2.4 million. In Spain, the state-owned Loterias y Apuestas del Estado runs the public Spanish lottery. It has a total prize pool of over EUR2.4 billion annually and pays out winning tickets directly to players, not to resellers.
Private lotteries were common in the United States in the early 19th century. Some even gained patents (now called business method patents) on new types of lotteries. One notable example is the ‘Multi-Pick’ lottery, which was patented in 1915 and allowed winners to choose their own combinations of numbers and pick a number for each pick.
The Lao government has sent a directive on Aug. 17 asking the Ministry of Finance, which oversees the country’s legal state lottery, to work with the ministry of public security to combat unauthorized lotteries. It also asks the ministry to limit state lottery drawing times and to handle winnings in a more transparent manner. In the meantime, unauthorized lottery services such as informal football lotteries and lottery chances bought through short messaging service are continuing to flourish.
