The company that oversees the lottery in Laos, Thailand-based Insee Trading, knows which numbers are chosen by customers, a source in Vientiane said. In addition, some of the private business interests involved in running the lottery have ties to members of the ruling elite, the source added. “The government should take back control of the lottery because it cannot be trusted when private business interests run it,” the source said.
While lottery revenue has dropped for the last four years, it is a major source of state revenue, and it is one of the country’s most popular forms of entertainment. But some citizens have taken matters into their own hands, forming their own groups to play illegal lotteries. The government has responded by reducing the number of official lotteries to one per week and by prohibiting certain types of games, such as informal football lotteries and lottery chances purchased through short messaging services.
Besides the regulated national lotteries, there are a number of private lotteries operating in New Zealand. They are not regulated by the New Zealand Lottery Commission but are operated by statutory boards, including Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. The profit of these lotteries goes to those statutory bodies to support sport and other cultural activities in the country.
