Several lawsuits have been filed against state governments and the Lottery Corporation over these issues. The Supreme Court has yet to rule on the issue.

The first French lottery was created in 1505 and was banned for two centuries. It reappeared at the end of the 17th century, as a public lottery for Paris city residents and private ones for religious orders. In the 18th century, private lotteries became popular in urban areas as well as in rural communities. By the 19th century, lotteries were so popular that the state had to establish regulations for them.

Licensed operators run lotteries in Australia, Bulgaria, Canada, France, Germany, Italy, Malta, the Isle of Man, Spain, and the United Kingdom. The state-owned Loterias y Apuestas del Estado is the largest operator in Europe. Its most popular game is EuroMillions, a pan-European lottery with a top prize of EUR2.4 billion.

The prize money for a lottery winner must be claimed in person at a Maryland Lottery Headquarters ticket center. Prizes valued up to $25,000 are paid by check on the day of claim. For prizes over $600, winners must provide a photo ID and proof of social security or federal tax ID number when claiming a prize. Winning subscription prizes are automatically paid by check unless directed otherwise by Lottery Headquarters staff.
