The directive also prohibits the sale of lottery tickets through short messaging services.

In the city of Saigon, Huong sells lottery tickets alongside her husband Manh. They wake up at 5 am, have a quick breakfast of rice and vegetable soup and then struggle to sell as many tickets as possible until 3 pm. On good days they can sell 250 tickets, making a profit of about 11 US dollars. On bad days, they can only sell 180. They rely on the earnings from their lottery sales to make ends meet.
