For example, the winning number of the Oct. 14 drawing, 509, was only visible on a handful of tickets before it disappeared from the rest.

Some local people are concerned about the growing power of the companies that run the national lottery. They say that the majority of those who own the business have connections to the ruling elite, and they are not sure about how much the company pays the government for a concession to operate the lottery. They are also not clear about how the lottery’s activities are supervised. Despite these concerns, the government has not yet stepped in to take control of the lottery.
