This included making the Irish Sweepstakes lottery legally valid, and Montreal Mayor Jean Drapeau created a municipal lottery that was not technically a lottery but was often called a “lottery.”

The lottery is an important source of revenue for many nations. In addition to national lotteries, most countries offer a wide range of instant lottery games. These include scratch-off tickets and video lottery terminals (slot machines in all but name). In some countries, the lottery is a public service corporation and has the status of an official national institution. Other countries have privatized the operation of their national lotteries.

In Laos, the office of Prime Minister Thongloun Sisoulith has issued a directive asking the Ministry of Finance—which oversees the country’s legal state lottery—to work with the Ministry of Public Security to better manage the problem of illegal football lotteries and lottery chances bought via short messaging services. Drawings from the state lottery must be reduced to one a week and winnings must be handled more transparently, the directive says.
