Lottery Online is a legal form of gambling that allows players to participate in lotteries from any location that is accessible by Internet. On good days, Huong, a single mother, can make 230 000 VN-Dong (about 10 US-Dollars) daily, enough to sustain her and her infant daughter.

While the government tries to crack down on lottery scams, it is not able to control the activities of private business interests with connections to the ruling elite. A caller from Laos told RFA that officials in the communist nation are rigging the system by manipulating winning numbers. For example, on Oct. 14, the winning number 509 mysteriously disappeared from purchased tickets and was announced only as 134 on the radio, before being changed again only 10 minutes later.

The caller urged the government to resume control of the lottery, and he added that business interests should not be responsible for it. A deputy finance minister speaking to RFA’s Lao Service said that the government will work closely with the Ministry of Public Security to better manage the state lottery, and he denied that the authorities are rigging the results. He also defended the government’s decision to allow private companies to run the lottery.
