He added that the government has instructed the local authorities to monitor online lottery games more carefully, and it will take immediate action against unauthorized sites if necessary. For many poor Vietnamese, selling lottery tickets is their only source of income. As social security systems are still weak in the country, they choose to sell tickets over the much more detested act of begging. Huong, a single mother from Saigon, makes a daily profit of about 10 US-Dollars by selling lottery tickets. She and her husband wake up at 5 a.m. for a breakfast of rice and vegetable soup before striving around the streets of the city to sell tickets.
