In 1967 the Canadian federal Liberal government introduced a law (an Omnibus Bill) intended to bring up-to-date a number of obsolete laws. One of the changes that it inserted into the Criminal Code was an amendment allowing a provincial government to legally operate a lottery system. Nevertheless, buying a ticket on the Irish Sweepstakes was still illegal in Canada until 1969.
