The international lottery organization ILLF pioneered Internet gaming, having launched the first online lottery, PLUS Lotto, in 1995. Private business interests with ties to Laos’ ruling elite have taken over responsibility for the country’s legal state lottery, according to sources speaking to RFA’s Lao Service. The company responsible for the national lottery is rigged and manipulative in its dealings, these sources say. For example, the winning number for this year’s drawing on Oct. 14 this year was 509, but that number was then mysteriously changed to 134 only an hour before the drawing took place.
