Online lotteries are games of chance in which participants can win prizes based on the outcome of random drawings. The vast majority of these online games are offered by private companies, often in conjunction with online gambling sites. In some cases, players can play the lottery-style games for free or at a reduced price. These games are not subject to state gaming regulations and can be played from almost anywhere in the world. The International Lottery Federation (ILLF) is the primary worldwide organization regulating internet lotteries. Its members include a number of national and state-based organizations. The online gaming industry is booming, with some analysts suggesting that it could eventually surpass the traditional lottery market. In addition, the proliferation of mobile technology is making it easier for people to play lottery-style games from their smartphones. The growth of online lottery games is also a result of changing gambling laws. Until recently, buying a ticket for a lotto was illegal in many jurisdictions. In Canada, for example, a purchase was only legal in 1967 after the federal Liberal government introduced an omnibus bill to bring up-to-date some out-dated gambling laws.

In Laos, officials have been accused of rigging the national lottery, manipulating drawing results to avoid large pay-outs. For instance, the number 509 in last week’s drawing appeared only as a five on tickets purchased throughout the day of the drawing, but was later changed to a nine. That same number was a favorite of lottery players, but the change to the winning number made it less attractive to buyers, sources tell RFA’s Lao Service.

For poor citizens like Huong, a single mother from Saigon, selling lottery tickets is the only way she and her husband can make money. On good days, she can sell 250 tickets a day, earning her a daily profit of about 11 US-Dollars. But on bad days, she might only sell 180 tickets. Despite the low profits, selling lottery tickets is better than the socially detested act of begging. The couple’s 16-hour shift starts at 5 am with a meal of rice and vegetable soup before they head out into the streets. Huong, whose baby is due soon, is tired but relieved at the end of the long day. She is looking forward to a long weekend when she will be able to relax with her husband in their home in the northern province of Hanoi.
