The communist country of Laos has seen widespread alleged rigging in the state-run lottery, with winning numbers appearing on purchased tickets only to disappear during the drawing. To combat the problem, the office of Prime Minister Thongloun Sisoulith issued a directive on Aug. 17 requiring that the state lottery be more transparent. The directive also called for a reduction in drawings and a ban on informal football lotteries and lottery chances bought by short messaging services.
