In Canada, before 1967 buying a lottery ticket was illegal, but a new law (an Omnibus Bill) allowed provincial governments to operate lottery systems. The Canadian federal government subsequently decided to create a national lottery and four regional lotteries operated by the Atlantic Lottery Corporation, Loto-Quebec, Ontario Lottery and Gaming Corporation, and Western Canada Lottery Corporation.
