Unlike traditional lotteries, which have strict rules for player participation, lottery-style games on the Internet are usually easier to regulate.
While lottery-style games are legal in some countries, they are still illegal in other places. For example, prior to 1967 buying a ticket on the Irish Sweepstakes was illegal in Canada. But that year the federal Liberal government introduced a special law (an Omnibus Bill) intended to bring up-to-date a number of obsolete laws. The bill included an amendment permitting a provincial government to operate a lottery system.
Several countries have state-run lotteries, including the UK with its National Lottery, EuroMillions and Set for Life; Australia, which has state-owned operators in each of its states and territories plus a private operator called Tatts Group; and Chile, which has the state-owned Loterias y Apuestas del Estado. In addition, there are private lotteries in the Dominican Republic and the Isle of Man.
In Laos, the situation is more complicated. Gambling is generally considered illegal, but there are a number of Special Economic Zones throughout the country where casinos operate. In all, there are 3 land-based casinos in the country that offer popular casino games like roulette and poker. A source with ties to the state lottery told RFA that the business interests who manage the national lottery include families of senior government officials.
