Lotteries are a form of gambling in which people purchase tickets and hope to win a prize. They can be played on the Internet, by telephone, or in person at a brick-and-mortar establishment. Some countries have national lotteries that are regulated by law, while others allow private businesses to operate them. Lotteries are a popular source of public revenue, raising billions of dollars each year for governments, schools, health care, and other causes. Some are even used to fund wars and disaster relief efforts.

The state lottery in Laos is run by the Ministry of Finance, but some allege that it is being rigged to avoid large pay-outs. Drawings show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen, according to sources in the Southeast Asian nation. For example, the number 509 in a recent drawing suddenly disappeared from tickets sold throughout the day, but appeared on winning tickets only minutes later, a resident of the capital Vientiane told RFA’s Lao Service.

Government officials insist that the lottery is not being manipulated and that they are taking steps to address complaints about irregularities. But many citizens say that private business interests with links to the ruling elite have a strong influence on lottery decisions.

In Canada, buying a lottery ticket was illegal until 1967 when the federal Liberal government passed an Omnibus Bill to bring up-to-date a large number of obsolete laws. Montreal Mayor Jean Drapeau, seeking to recover some of the money spent on the World’s Fair and a new subway system, introduced a “voluntary tax.” For a $2.00 fee people could be entered into a draw for silver bars rather than cash prizes. The government ruled that the “tax” did not violate the provincial law.

Today, there are four nationwide lotteries in Canada: Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. The Canadian Government has also set up an interprovincial lottery corporation. It oversees the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Quebecore Société de lotteries du Québec (Quebec) and Western Canada Lottery and Gaming Corporation (Manitoba, Saskatchewan, Alberta, Yukon Territory). It also administers the European-based EuroMillions. There are also several privately run lotteries in other countries, including the National Lottery of Turkey under the name Milli Piyango including Cilgin Sayisal Loto(6/90), Super Loto(6/60), and Sans Topu(5/34 + 1/14). Chilean lottery is operated by Intralot. And in the Dominican Republic, lottery is managed by the Loteria Electronica Internacional Dominicana S.A., and in Australia by Tatts Group.
